Who Can Email a Distribution List in Microsoft 365? A Quick Guide

If you manage a distribution list (DL) in Microsoft 365 Exchange, you’ve probably asked yourself: “Can just owners send emails to this DL, or can members send too?”

The answer? It depends entirely on how your DL is configured. By default, most distribution groups are open—meaning members (and sometimes anyone in your organization) can email them. But this can be changed.

The Default Behavior

In a standard Microsoft 365 Exchange setup:

• Members can receive emails sent to the DL.
• Members (and often anyone in the organization) can send emails to the DL.

Owners primarily handle management tasks—adding/removing members, updating settings, and moderating messages. But “owner” doesn’t automatically mean “only one who can email.”

How to Control Who Can Email Your Distribution List

Want to restrict it to owners only? Here’s how:

Using the Exchange Admin Center (EAC)

1. Go to Exchange admin center → Recipients → Groups
2. Select your distribution group
3. Click Settings (or navigate to Delivery management / Message delivery restrictions)
4. Look for settings like:
   • Who can send to this group?
   • Only senders inside my organization
   • Only these senders (allow-list)
   • Moderation enabled (messages need approval)

What Each Setting Does

• To make it owners-only: Add the owners (or a security group containing them) to the “Only these senders” allow-list.
• Distinguish between “Distribution group” vs “Microsoft 365 group” — they behave slightly differently.
• Always check with your IT admin if you’re unsure—some settings may be locked at the organizational level.

Bottom Line

By default, members can email distribution lists in Microsoft 365. But if you need to restrict it to owners only (or require approval), you can do so through the Exchange Admin Center with just a few clicks.
